The 15th Anniversary Celebration of QBPC, Launch Event of 2014-2015 Best Practice Cases in IPR Protection and the First "Quality Brands Defender”

    On June 17, 2015, Quality Brands Protection Committee of China Association of Enterprises with Foreign Investment (hereinafter referred to as QBPC), which has been established for fifteen years with 207 member enterprises, held the "2014-2015 Best Practice Cases in IPR Protection and the First 'Quality Brand Defender' Launch Event" in Beijing. Over 400 people were invited to attend the meeting, including leaders from relevant departments such as the  National Leading Group Office against IP Infringement and Counterfeiting (NLGO), the Legislative Affairs Commission of the National People’s Congress, the Supreme People’s Court, the Supreme People’s Procuratorate, the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology, the Ministry of Public Security (MPS), the Ministry of Commerce, the General Administration of Customs (GAC), the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), and the State Intellectual Property Office of P.R.C, units that have undertook the Best Practice Cases in IPR protection and the Model Cases harmonizing Administrative and Judicial IP Enforcement , institutions that have been elected as the “Quality Brand Defenders”, foreign embassies and chambers of commerce in China, international organizations, guests from academia, media and domestic enterprises, as well as representatives of QBPC members.
     
    Ms. Li Ling, Vice President of China Association of Enterprises with Foreign Investment; Dr. George Chu, Trade Policy Advisor to the President of the United States; Mr. Yan Fengmin, Head of the Law Enforcement and Supervision Department of the AQSIQ; and Madam Song Dan, Deputy Director of Law and Policy Research Office of Supreme People's Procuratorate (SPP) attended and addressed the launch event of 2014-2015 Best Practice Cases in IPR Protection and the First "Quality Brand Defender" of QBPC. The conference also received a congratulatory video from Mr. Wu Renwei, President of Johnson & Johnson (China), and a congratulatory letter from Brand Protection Committee of Russia. Guests spoke highly of all the tireless efforts and positive contributions made by QBPC in China’s IPR protection in the past fifteen years. They also expressed the hope that QBPC would continue with the past and open up the future, further strengthen its cooperation with central and local government departments at all levels, report the situation, and provide advice. Moreover, they suggested that QBPC further perform as the bridge and link in IPR protection legislation, law enforcement and judiciary, publicity and education activities of IPR protection, in the promotion of domestic and foreign enterprises’ IPR management system establishment and IPR protection capabilities improvement, to further implement actions against IP infringement and counterfeiting, and further promote China’s communication and cooperation with the international community in the IPR field.
     
    Since 2002, QBPC has organized the annual “Best Practice Cases” election, which has already become its brand activity with significant social influence. All the cases are nominated by member enterprises firstly and are classified into criminal and non-criminal IPR protection, including all types of IPR administrative enforcement and judicial cases. After being reviewed by the QBPC Steering Council, the Best Practice Cases are selected through secret ballots. Cases elected shall be fairly typical and have great social influence. In accordance with the Chinese government’s comments on harmonizing IPR administrative law enforcement and criminal justice, QBPC has set up the Model Cases of Harmonizing Administrative and Judicial IP Enforcement since 2012. Moreover, to express appreciation for law enforcement agencies’ outstanding achievements in fighting against IP infringement and the production and sale of counterfeits and shoddy goods, QBPC carried out the first activity of selecting “Quality Brand Defender”. After referrals and discussions conducted by QBPC member enterprises, the IPR Protection Division attached to  the Investigation and Supervision Department of SPP, the IPR Division attached to the Economic Crime Investigation Dept. of MPS, the Division of Combating Production and Sale of Counterfeit, Shoddy Goods and Piracy Crime attached to the Public Order Department of MPS, the IP Division attached to the Policy and Regulation Department of GAC, as well as the Enforcement Information Division attached to the Law Enforcement and Supervision Dept. of AQSIQ were awarded the first “Quality Brand Defender”. Ever since the “Best Practice Cases” contest, QBPC has been receiving not only positive response from member enterprises, but also recognition and compliment of the relevant central authorities and local law enforcement agencies as well as attracting more and more international attention.
